Well now don't sell yourself too short, I'm pretty sure you could do the initial template creation as well...
The shipsection files can be initially copy/pasted from the existing Tarka ones to provide a template to plug testing and finalised values into.

The .gob file is a renamed .zip file
You can either copy the file to a working location, then rename the extension to .zip and extract it, or use something like WinRAR to associate the file extension with so it opens that way
I have it fully extracted for reference, about 720MB in 1.2.2...

I can give input on the design side, e.g. coming up with numbers for stuff to go in the .gob files. For instance I mostly came up with the drive numbers (with input from others of course.)
I'm just leery of getting too far ahead of what the modelers are able to accomplish. Where there is something to be said for drawing lines in the sand, there isn't a lot of point in speccing things too far in advance of what we are able to actually test in-game, as we'd just end up having to re-tool everything anyway.

Updated OP with Spreadsheet reference.
Current Goals:
MOD122.gob file containing every file required for the race. Placeholder files (Tarka) for files that do not currently exist.
